A clean slate approach to Congestion Control

We've discussed a lot of papers about congestion control! The most recent one (XCP) represents a refreshing clean slate approach to congestion control. You have to respect the theoretical foundation (control theory) used to justify the design principles.

  • >1 bit feedback. Was the next logical step to take now that chip performance can handle it.
  • Separation of fairness and throughput policies for independent performance tuning and analysis
