A clean slate approach to Congestion Control

We've discussed a lot of papers about congestion control! The most recent one (XCP) represents a refreshing clean slate approach to congestion control. You have to respect the theoretical foundation (control theory) used to justify the design principles.

resource management is a major issue in networks ... so yes, there are a lot of papers on this topic. I've selected them to span the range of the developments of the ideas -- from FQ to RED to QoS in the next set.
